Introduction
This course is an introduction to Human Rights (HR) and Fundamental Rights (FR) (Certif. in HR and FR). It focuses on the very basics of the relevant areas, particularly emphasizing the most important aspects, namely history and background of HR and FR, domestic law, fundamental rights, international treaties, norms, and principles related to HR and FR and mechanisms of implementing these regimes.
The course is intended to not only give the participants an introduction to human rights and fundamental rights norms, policies and standards, but also as a foundation course for Diploma level courses offered by the CSHR, University of Colombo and to serve as a steppingstone for developing expertise in specialized areas of human rights and practice. This is an effort to accomplish the mission of the University of Colombo and has been designed to meet the mission of the Centre for the study of Human Rights, University of Colombo.
- Provide the candidates in their early and mid-career an opportunity to enhance their basic knowledge on Human Rights and Fundamental Rights by following a well-structured course of studies.
- Provide an essential grounding of Human Rights and Fundamental Rights regime.
- Critically consider current developments in the area of Human Rights and Fundamental Rights in Sri Lanka and to effectively promote, protect and implement.
- Analyze and use case studies to consider the specific development of new paradigms and horizons of Human Rights and Fundamental Rights.
- Influence of attitudes and perception of such officers in their duties to protect, promote and implement Human Rights and Fundamental Rights effectively.
The primary target group of this course is the employees of public and private sector, human rights activists and other interested candidates, who keen to know the basics of Human Rights and Fundamental Rights such as University and school students (who have completed junior secondary level – Grade 09).

Resource persons are invited from specialized fields, Public Services.
Special seminars will be conducted by senior personnel and other relevant sectors according to curriculum.
Teaching & Learning method: Participant centered teaching and learning methods will be adopted. Students are expected to actively participate in classroom discussions and other forms of facilitative instructions conducted by the Centre. 80% of attendance is mandatory for getting eligibility to complete the course successfully.
Evaluation: Presentation or Individual Assignment
- Completion of junior secondary level, which is Grade 9 or an equivalent.
or
- Completion of primary education and certified work experience equivalent to a minimum period of two years in a particular field may also be considered as an equivalent qualification for admission to SLQF level 1 provided that the applicant is at least 16 years of age.

- A good working knowledge of the language in which the course will be offered.

Introduction
The field of child care and child rights have become an important body of knowledge in disciplines such as law, sociology, psychology, social work, law enforcement, public policy formulation and implementation etc. It has been an evolving subject in all academic levels with the growing democracy and modernization throughout the world.
The Certificate on Child Care and Rights 2023 –Cert (Child Care and Rights) is a practice oriented programme targeted at child protection sector, child rights and human rights activism, professionals engaged in protecting and promoting child rights and preventing child abuse in the society. child care and child rights have drawn the attention of academics, administrators, policy makers, NGOs, INGOs, donor community and interested members of the civil society over the past years.
This Programme is intended to provide and develop the necessary knowledge, enhance the skills and inculcate attitudes in the area of child care and child rights.
- To provide candidates with the relevant contextual and systemic knowledge on main concepts, principles on child rights and childhood.
- To provide a clear focus on the international frameworks – protecting child’s physical integrity, social and personal development and domestic legal standards and policy framework.
- To provide a clear knowledge on special aspects of child rights and protection; special reference to right to education, rights of the girl child, child labor.
- To equip candidates with the knowledge of existing Institutional Mechanism related to Child Protection.
- To provide clear tools, principles and methodologies for contributing to the processes of social protection and prevention.
