Trafficking of children for labour and sexual exploitation have adverse impacts on the children physically, psychologically, and socially both during and at the destination of trafficking. Those who are rescued need special care in rehabilitation and re-integration to the society when they are placed in caregiver institutions. However, the shelter-based managing and caring system needs improvements, particularly in the capacity of caregiver staff in responding to the special needs of managing and caring for CVoTs.
The Centre for the Study of Human Rights (CSHR) identified that caregiver staff of state and non-state institutions lack basic understanding of and training in caring and managing CVoTs, through a gap analysis that was conducted with the support of the Department of Probation and Childcare Services (DPCCR), with the financial support of Save the Children (SC) in Sri Lanka. Accordingly, the CSHR designed this Advanced Certificate in Human Rights-Based Approach to Case Management and Care of CVoTs, in order to improve victim services, including their quality and accessibility, under the guidance of a technical quality improvement of a group of experts in law, sociology, psychology, psycho-social support and institutional technical support of the DPCCS and National Child Protection Authority (NCPA).
The programme is equivalent to the requirements of the Sri Lanka Qualifications Framework (SLQF) Level 2. The programme is specially designed to train 200 caregiver staff in the state and non-state care institutions who have completed the General Certificate of Education (Ordinary Level) or an equivalent qualification; offered free of charge, with the generous support of SC under Service Agreement No: CW88547 signed between the Vice Chancellor of the University of Colombo, and Country Director of SC, on 17 May 2023.
- Improve services for victims, including their quality and accessibility.
- Provide basic understanding and training in delivering case management and care for CVoTs following a Human Rights-Based Approach.
- Build a healthy nurturant relationship in a child’s life, child rights, and reasons and causes for children’s institutional placement and the unique needs of CVoTs to the participants.
- Provide lessons and best practices that could be adopted to increase the level of understanding and awareness about CVoTs.

This course has been conducted in Sinhala and Tamil languages subject to adequate applications received for each medium as determined by the Finance and Administrative Committee of the CSHR. The candidates should have the ability to read, write, and understand the lectures and reading materials in the language in which the course is conducted.

Save the Children provide this course free of charge for selected 200 caregiver staff, with the support of Save the Children under the project on ‘Strengthening Government and Civil Society Organization Capacity to Combat Trafficking in Persons and Create Greater Impact’ (IMPACT), funded by the U.S. Department of State’s Office for Countering Trafficking in Persons in collaboration the International Organization for Migration (IOM). University of Colombo supports you with transport costs and lunch when the lectures are held at the University; and data costs when the course is held online. DPCCS will make suitable arrangements for the overnight stay in Colombo when the lectures are held in Colombo.
Note: The course will not be continued, as it is a donor funded programme.
The DPCCS has called for applications from its relevant staff and provided a list of selected candidates along with the completed application forms, to the Director of the CSHR.
